A primary PDF of a January 4, 2021 email chain shows Assistant Sergeant at Arms Kathleen Joyce sending “Draft - Dear Colleague re Security Information for January 6 Joint Session” to Terri McCullough and Jamie Fleet, copying House Sergeant at Arms Paul Irving, and asking for edits, comments, or concerns. McCullough replied the same day with three suggestions: (1) specify that those who usually park on the plaza will have access to the garages; (2) specify the time the session begins when asking members to arrive early; (3) eliminate two sentences about official-business visitors / where to meet them, citing a mixed signal if guests were not being allowed. Joyce later wrote that they had incorporated the edits and would send the letter out. House GOP investigators and Just the News / New York Post reporting presented that chain as evidence of Speaker’s-office involvement in security messaging. The PDF documents edits to a Dear Colleague. It does not by itself prove a National Guard denial, a criminal offense, or that McCullough commanded Capitol Police.

On March 8, 2019, Politico reported that Speaker Nancy Pelosi tapped Terri McCullough as the new chief of staff in the speaker’s office, “the first woman in modern times to serve in the role in a paid, full-time capacity,” replacing Danny Weiss. Axios the same day said she would start March 25; previously CoS 2003–2011; most recently No Ceilings CEO. The Washington Examiner noted Heather Foley had served Speaker Tom Foley as an unpaid chief of staff. Roll Call (March 22, 2019) said the Bay Area native was returning Monday to run the speaker’s leadership office, not the personal office. Pelosi’s November 20, 2025 floor farewell again calls her the first woman to serve as Chief of Staff in the Speaker’s Office. Those are title/hire facts. They are not a conviction.

Fox News’s review of released January 6 footage describes Speaker Nancy Pelosi, evacuated, speaking to chief of staff Terri McCullough. Fox renders Pelosi saying “We have responsibility, Terri” and “I take responsibility for not having them just prepared for more.” Just the News (July 28, 2024) quotes McCullough on the same tape: “They thought that they had sufficient…resources.” The New York Post and Washington Times also name McCullough as the addressee. Pelosi’s spokesperson told Fox the Speaker is not in charge of Capitol complex security and that the clip is cherry-picked. Those are Pelosi’s words (plus one published McCullough fragment). They are not a McCullough confession, not a proven Guard order by her, and not an invented Trump quote.
